New White Paper Calls for Urgent National Reform of Digital Forensics to Combat Child Sexual Abuse Material in the UK

Titled “Digital Forensics in the UK: A Call for National Reform”, the report warns that escalating volumes, technological complexity, and the emergence of AI-generated child sexual abuse material (CSAM) are surpassing the capacity of current systems, legislation, and guidance.

The white paper draws on insights gathered from workshops involving digital forensic practitioners, investigators, offender managers, and wider criminal justice representatives. It highlights the absence of national frameworks, uneven understanding of accessibility and offender risk, inconsistent thresholds, and the accelerating emergence of AI-generated CSAM, which have created a system wholly reliant on professional discretion, regional interpretation and an under-funded workforce. The resulting inconsistencies are found to compromise not only consistency and fairness, but also the ability of the system to safeguard children and deliver justice efficiently.

The findings identify a clear demand for change. One message emerged with particular clarity: “We cannot continue as we are’”. Workshop participants agreed that the UK requires a nationally mandated steering group to establish consistent, modernised approaches to digital forensic practice in CSAM investigations. Critically, this group must be composed of individuals with practical knowledge of operating within Digital Forensic Units (DFUs) and Forensic Service Providers (FSPs), rather than purely theoretical expertise.

The white paper proposed that the steering group should bring together the Home Office, NPCC leadership, DFUs, FSPs, investigators, CPS, judiciary, offender management teams, and technical experts. Its remit would include developing a national framework for categorisation, accessibility assessment, risk-based triage pathways, and the safe integration of AI into forensic workflows.

Critically, it also highlights the need to safeguard the wellbeing and sustainability of the workforce. The increasing volume and graphic nature of material, combined with the expectation that practitioners undertake categorisation duties beyond their professional expertise, is both untenable and unsafe. To address this, the white paper advocates for the creation of specialist categorisation teams, supported by robust clinical and organisational structures.
